Talk to Luccia on the balcony at Viper Manor after the Dragoons have left for Fort Dragonia. She explains that "it" needs a Life Sparkle flower to blossom, but this flower is located in the poisonous Hydra Marshes. Find the Life Sparkle and return to the balcony. Use the Life Sparkle at the pool, and... Blossom!

Where to find NeoFio's level 7 tech
Go to Home World's Sky Dragon Isle, to where the explorer in purple always is, then go south. Try to stop the monster from eating the butterfly, and the butterfly screams: "Aiiiii!!" Go up the giant flight of stairs, then come right back down again. The monster has eaten the butterfly! Have NeoFio go up to the monster (i.e., put her first in the party order by pressing Select). After pressing X a couple of times, the monster releases the butterfly. Other butterflies come and join it, the monster disappears, and NeoFio recieves BamBamBam after a rather repetitive "thank you."
