Go to Home World's Guldove with the Dragon Relics, and Steena will give you the Dragon Tear, and join you as well. She apparently doesn't trust you with it otherwise.

Where to find Steena's level 5 and level 7 techs

Yes, you heard me. You have to find BOTH her lv 5 and lv 7 techs. Huzzah? Anyway. Her lv 7 tech is actually less troublesome to acquire than her lv 5 one, but let's go in order, shall we? Take Steena to Another World's Hydra Marshes, and jump down the hole where the Pentapus was in Home World. Stupid dwarves, coming back to haunt us! (literally...) This boss dies with one HolyLight or so, but he DOES cast BlackHole, so set a trap for it at the beginning of the fight to save yourself some grief. After the battle, Steena gets her level 5 tech, HydraShadow. Now, take Steena to the Isle of the Damned (Home World) and have her read Garai's epitaph. She gets her level 7 tech, GaraiShadow!
