General Viper is the leader of the Acacia Dragoons, and father to Lady Riddel. He is overcome by his love for his people, and goes overboard, stopping at nothing to try and get the Frozen Flame to give him the upper hand against Porre, even going so far as to join forces with Lynx (who tried to kill his daughter). He gets stabbed in the back by the traitor in Fort Dragonia.

Recruitment

He is the first to join onboard the S.S. Invincible after Riddel is rescued, after basically telling Fargo to STFU.

Where to find General Viper's level 7 tech

Go into the back room of the bar in Home World's Termina and inspect the Dragoon flag on the back wall. You get FlagBearer (his tech) and a Dragoon's Glory (accessory). You can leave and re-enter the room and get more of Viper's lv. 7 tech and more Dragoon's Glories as many times as you want. And yes, Viper can have more than one "FlagBearer" equipped, as long as they're in lv. 7 grid slots.
