Kid first offers to join after the fight with Karsh and the Shaker Brothers on Cape Howl. She also offers in Termina. If you refuse here, as well, she'll join you later in Guldove. Let her join whenever you get sick of her bugging you.

Where to find Kid's level 7 tech

You need to have the Mastermune for this. Please refer to the Dario sidequest for information on how to go about getting the Mastermune. Go to Radius' place in Another World's Hermit's Hideaway, and inspect Kid's bed. Masa, Mune, and Doreen squabble for a bit, and then you're taken back in time to the burning orphanage. Enter the password (same as in CT, LARA (L1, Triangle, R1, Triangle)) into the machine in the first room to get Kid's HotShot.
