Like Serge, he is supposed to be dead in Another World. He used to be a circus clown. Skelly approaches you (or, at least, his skull does) in Fossil Valley. Your job is to find his body parts scattered all across Another World. How they got scattered in the first place is a mystery.

Recruitment

Find all of Skelly's body parts (more info here). He pulls himself together (nyak nyak nyak?) and runs off. Go to his house in Termina (Another World). The clock chimes, and Skelly walks in. Leave, then come back and talk to Skelly.

Around the time you recruit General Viper, take Skelly to the bar in Another World's Termina and talk to the bartender. After some slightly weepy reminiscing, Skelly learns OnARoll!
